“SOS” – Senate Bill 2584 for “Saving Our Seniors”
United States Senators Jacky Rosen (D-Nev) and John Boozman (R-Ark) are cosponsors of new bill with a catchy moniker, the “Supporting Our Seniors” or “SOS” Act. Introduced in July 2025, Senate Bill 2584 seeks to establish a commission “to investigate and make recommendations on an annual basis to address aspects of long-term care, such as financing options, affordability of services and caregiver supports.”
As proposed, the “Commission on Long-Term Care” would be composed of 12 members, 6 to be appointed by the President and six to be appointed by members of the House and Senate. By the first anniversary of the bill, and annually thereafter for up to 10 years, the Commission would be charged with submitting policy recommendations on:
- Long-term care coverage for “non-Medicaid eligible population”
- Considerations for aging in place
- Financing operations for long-term care for low- and middle-income individuals
- Caregiver supports and workforce stability and preparedness
- Access to comprehensive care, including geriatric care as appropriate, coordination of medical and personal care needs, access to palliative care, including both concurrently with curative treatment for serious illness or injury and as hospice end-of-life care
- Affordability of services
- Considerations for children and non-senior adults with disabilities
- Support for adult children caring for aging parents
- Integrating meals, access to basic services, wrap-around community services
- Reducing hospitalizations costs through increased home-based services.
The bill recognizes the potential for consultation with a wide variety of stakeholder groups. The bill has been referred to the Senate Committee on Health, Education, Labor, and Pensions.
