US DEPARTMENT OF HEALTH AND HUMAN SERVICES, OFFICE OF THE INSPECTORGENERAL REPORT: ” Effect of the Home Health Prospective Payment System onthe Quality of Home Health Care” (OEI-01-04-00160, February 2006, .pdfformat, 15p.).Abstract:This report determines how hospital readmission and emergency departmentvisit rates for Medicare beneficiaries discharged from hospitals to homehealth care have changed since implementation of the home healthprospective payment system. OIG found that hospital readmission ratesremained unchanged from 2000 through 2003, and the analysis showed noconsistent trend in hospital readmission rates for beneficiaries withat-risk diagnoses. OIG also found that the overall rate of emergencydepartment visits for Medicare home health beneficiaries discharged fromhospitals increased slightly, from 29 to 30 percent, from 2000 to 2003.The analysis showed a slight increase in rates of emergency departmentvisits for beneficiaries with at-risk diagnoses, including renal failureand heart failure. These results suggest that the change in paymentsystems has not increased the use of hospital and emergency servicesbecause of inadequacies in the home health services provided. OIG has norecommendations for CMS.
