AoA announces RFP for regional Pension Counseling and Information Projects
The Administration on Aging (AoA) will award grants forup to six Regional Pension Counseling & Information Projects and onePension Counseling Technical Resource & Assistance Center.
The Federal government’s share for each of the sixPension Counseling & Information Projects will be approximately $200,000per year for a project period of up to three years. The counseling projects provide individualswho reside, have worked in, or have some other pension or employer connectionto the regional service area with a range of services, including draftingadministrative pension claims and appeals, and providing representation andsupport through administrative proceedings; identifying and pursuing pensionbenefits from clients’ prior employers; responding to basic questions aboutrights and remedies under all public and private pension systems throughout theservice region; operating a region-wide outreach program to ensure public andprovider awareness of the Program’s broad focus of assisting individuals with pensionand retirement savings problems, regardless of age or income; and targetingcertain outreach efforts to those in greatest need.
Eligible applicants include domestic public or privateand non-profit entities including state, local and Indian tribal governments,faith-based organizations, community-based organizations, and institutions ofhigher education, with a proven record of advising and representing individualswho have been denied employer or union-sponsored retirement income benefits,and which have the capacity to deliver services on a regional basis.

The Administration on Aging (AoA) will also fund througha cooperative agreement one Technical Resource and Assistance Center(Center). The Federal government’s sharewill be approximately $425,253 per year for a project period of up to threeyears. The Center will be structured tosupport the Pension Counseling and Information Program’s grantees and othersand to encourage coordination among the projects, State and Areas Agencies onAging, legal services providers, and other potential providers of pensionassistance by providing substantive legal training, technical assistance,programmatic coordination, and nationwide outreach, information andreferral. The award is a cooperativeagreement because AoA will be involved substantially in the project. Eligible applicants include domestic publicor private and non-profit entities including state, local and Indian tribalgovernments, faith-based organizations, community-based organizations, andinstitutions of higher education, with a proven record of advising andrepresenting individuals who have been denied employer or union-sponsoredpension and retirement savings plan benefits, the capacity to provide servicesunder the Program on a national basis, and a well-established, positivereputation in their respective professional communities.
